The UA IPY Young Researchers' Network is a group of primarily graduate students and post doctoral fellows associated with the University of Alaska (UA), and endorsed by the UA IPY Steering Committee. Our interdisciplinary group operates as a volunteer network to promote the International Polar Year (IPY) through education and outreach aimed at the general public and students of Alaska. For us that means: "Taking science off campus!" (see detailed mission statement)

To celebrate the International Polar Year, the University of Alaska Young Researcher’s Network is sponsoring the AK Shorts Photography and Video Project and Competition. Communicate with the world and Alaska’s future generations by submitting your photograph or video for our competition and for placement in our International Polar Year Digital Archive.
OFFICIAL RULES
1. HOW THE CONTEST WORKS: Carefully read and follow these rules. Then create a photograph or video suitable for our Contest. Your photo or video must be based on one or more of our four Contest themes (see below). Preliminary digital submissions are due no later than 11:59 p.m. on February 16, 2009, Alaska Time. We will judge the initial entries and select a maximum of fifteen photos and ten videos eligible for a second level entry. This contest is open to anyone, both University of Alaska (UA) students and nonstudents. We will award prizes to two UA student winners and two from the public. We will place copies of the winning photos and videos in an IPY digital archive file for the education and entertainment of future generations.
2. WHO IS ELIGIBLE TO ENTER: To enter you must be 18 years of age or older. While the contest is open to anyone (students and nonstudents from any country), only those who are currently enrolled as a student in the University of Alaska system with a current and valid student ID number are eligible for UA student prizes. You may participate as a member of a team or as an individual. If you participate as part of a team, the team may have no more than four members and all members of a “UA student” team must be 18 years of age or older, be currently enrolled students of the University of Alaska system and have a current and valid University ID number. Each team member needs to give consent for the use of the entry in the contest. Members of the Young Researcher’s Network and their families and persons living in their households may not enter this Contest.
3. ELIGIBLE PHOTOS AND/OR VIDEOS: Your photo or entire video must be your original work or the original work of your team, and may not contain copyrighted material without permission. You or your team must own the video and will be required to verify ownership at the time of submission by signing beneath the ownership verification statement on the entry form. Your photo/video may not have been submitted to any other competition or it may not have been published; modifying, enhancing or altering another person’s pre-existing work does not qualify as an original creation. Videos must be in keeping with the University’s image and may not be offensive, as determined in the sole discretion of the Young Researcher’s Network, may not depict illegal behavior or activities nor can it defame any person or invade publicity rights of any person or entity or privacy rights of any person, living or deceased or otherwise infringe upon any person’s personal or property rights, including but not limited to, intellectual property rights. Videos that do not comply with these Official Rules in any way will be disqualified. Your video may not be longer than eight minutes and it must be based on one of the themes listed in Paragraph 4. Acceptable file formats of the video include .WMV, .AVI, .MOV, and .MPG, but the following settings are recommended:
MPEG4 (Divx, Xvid) format; 320x240 resolution; MP3 audio; or 30 frames per second.
All initial entries must be submitted on a CD or DVD. Acceptable formats for the initial photo submissions are .tif or .jpeg with medium compression at 300 dpi. Each submission needs your last name, first initial and the title and category. IMPORTANT: The photographs must have a CAPTION of no more than 100 words accompanying it that will be part of the judging criteria. If you are invited to the second round of the contest, photos must be provided in a professional format for presentation at the competition’s final public showing (Details to be announced). Contact us with questions regarding what are acceptable presentation formats. All shipments must be accompanied by paid return postage or they will not be returned. '4. PHOTO/ VIDEO THEMES: Your video may be a documentary, a fictional story, an animation, or a combination of these; and must be based on one or more of the following themes:
- My Life in the North – personal stories - Experiencing the Wild – adventure in the polar or sub-polar wilds - Discovering the Arctic – natural or social science - Alaska’s Inconvenient Truths – climate change, geopolitics, and social concerns

5. SUBMISSION DEADLINE: no later than 11:59 p.m. on February 16, 2009, Alaska Time. Each submission must have your name or the names of all your team members, your complete address and telephone number and a valid e-mail address on the signed entry form. Also, indicate which IPY related theme you are using. International submissions should contact Kelly Newman at ftkan@uaf.edu or 907-474-7931 for further information on shipping logistics. Entries can be shipped or delivered to Cherie Solie at P.O. Box 757270 Fairbanks, 99775 or 909 Koyukuk Dr. WRRB, suite 212 (for UPS or Fed Ex or in person deliveries). Deliveries in person must be made by 5:00 PM February 16, 2009. Limit of five total photos per entry and 2 videos per entry. Email entries can be sent to newmankel@gmail.com, but use cutesendit.com to send them, and remember to follow the same formatting guidelines as stated in Rule #3 above. Also, since Feb 16 is a USPS holiday, we will still accept USPS/UPS/FEDEX entries on Feb 17, but not email entries.
6. RELEASES: Any photo, video or audio content entered into the Contest that contains the name, image, voice, picture, or likeness of a person must include a release signature from that person or persons, company or institution on the entry form.
7. COPYRIGHT: If your work is selected as a first or second place winner, you and all members of your team, grant to the University the right to use and/or modify your video or photo in any and all ways and in all media whether now known or later developed, worldwide, without limitation or approval by or compensation to you or any or all members of your team and you agree to sign a release to this effect when and if requested to do so by the University. Entry submission constitutes your consent and the consent of all members of your team to allow the University to use the your work in any IPY-related publicity, without any fee or compensation to you. These conditions will be effective for one year, until February 16, 2010.
8. THE JUDGES: A panel of judges will be chosen by the Young Researcher’s Network to judge the contest in both the first and second round. Among the attributes, the judges will be looking for how well and closely the video relates to one or more of the Contest’s themes and will judge the overall photo and caption, and video.
9. THE PRIZES: The winning entries will be placed in our IPY digital archive and the winning videos will be posted at http://akshorts.blogspot.com/. In addition, the individuals or teams who made the three winning videos and photos will receive prize gift cards as follows. If a team wins the award, the prize is to be split evenly amongst all team members. Any international non-resident alien prizes will be taxed 30% of the total prize, which will be deducted once the prize is issued. There will be four winners overall. Two student winners and two nonstudent winners will be picked separately from the video and photography entries for a total of four winners. There is a limit of one video entry per contestant and three photo entries per contestant.

10. LIMITS OF LIABILITY: By entering this contest, you agree to release, defend, indemnify, and hold harmless the University, its Board of Regents, its officers, staff and employees, from or against any injuries, losses, damages, claims, actions, attorneys’ fees or liability of any kind resulting from or arising from the making of the video, participating in this competition, the announcement of the winners and the prize or by accepting, possessing, using, misusing, or nonuse of any prize that may be awarded. The University, its Regents, officers, staff and employees are not responsible for errors which may occur in the administration of the Contest, computer, telephonic or any electronic equipment errors, for any malfunctions or disruptions, for any printing errors, typographical errors or other errors relating or in connection with the creation of the videos, the Contest or the awarding of any prizes. The University, its Regents, officers, staff and employees are not responsible for mistakes in handling, preserving, processing, viewing, publishing, using or storing the entries, administering this Contest, announcing the winners, and awarding the prizes. The University, its Regents, officers, staff and employees are not responsible for entries that are incomplete or illegible or fail to enter into the processing system, that are not handled, transmitted, or posted correctly, that are processed, reported or transmitted late or incorrectly, that are lost, stolen, damaged, destroyed, the judges, the Young Researcher’s Network or anyone else connected with this Contest.
11. LIMITS ON DAMAGES: As a condition of entering this Contest, you agree to waive all right to claim punitive, incidental, consequential, recovery of attorneys’ fees or another damages or costs other than for actual out-of-pocket expenses. You also agree that all disputes or causes of action arising out of this contest will be resolved individually and not as a class action matter.
12. E-MAIL NOTIFICATION: Those invited to the second level of the competition will be notified by e-mail only. In the event of a dispute as to the identity or eligibility of a winner based on an e-mail address, the winning entry will be the “Authorized Account Holder” of the e-mail address submitted at the time of the entry. “Authorized Account Holder” is defined as the natural person who is assigned to an e-mail address by an Internet provider, online service provider or other organization that is responsible for assigning e-mail addresses for the domain associated with the e-mail address.
13. SECURITY OF VIDEO ENTRY AND INFORMATION: We cannot guarantee or warrant the security of your video, or any information you transmit to us.
14. WARRANTIES: To the greatest extent permitted by law, the University disclaims any warranties, express or implied, written or oral, with respect to the entries, the drawings and the prizes.
15. GOVERNING LAW, JURISDICTION AND VENUE: This contest and these rules are governed by and shall be interpreted in accordance with the laws of the state of Alaska, except for Alaska’s conflicts of law provisions. Jurisdiction and venue for all disputes concerning the drawings and these rules shall be solely in the Superior Court of the State of Alaska in Fairbanks.
16. MODIFICATION OR CANCELLATION: The University reserves the right, at its sole discretion, to modify these rules and the Contest procedures. In addition, the University reserves the right, at its sole discretion, to disqualify individuals, void entries, postpone or cancel this Contest and award no prizes. Should the University modify these rules or the drawing procedures or should it postpone or cancel this Contest, notice of the modifications, postponement or cancellation will be posted the YRN Young Researcher’s Network website.
17. PRIVACY: The information you provide us when you enter this Contest will not be used for commercial purposes or sold or used for mailing lists. Nevertheless, none of the information you give us will be treated as confidential. By entering this contest, you grant the University of Alaska a perpetual, irrevocable, worldwide, royalty-free right to publish, copy and distribute your name to promote the Young Researcher’s Network and the University and to administer, control, run, operate and process this Contest.
18. DELIBERATE DAMAGE AND OTHER CRIMINAL CONDUCT: Any attempt by you or any other individual to deliberately damage any website or otherwise undermine the legitimate operation of the Contest in any way may be a violation of criminal and civil laws and the University reserves the right to seek damages and other remedies from any such person to the fullest extent permitted by law.
